File Inspection Of Any Govt. Record Is Free At Official Hour Without Any Formal Request-Offence Under IPC 188 For Any Officer With 3 Months Jail

Any Indian Citizen can Inspect public authority record under RTI act 2005 with Section 4. It is free for 1st 1 hour later it will be charged Rs5 for every 15 min. Govt. office should maintain file in the office in the manner so that any citizen can inspect any file without formal request (like Library ) . Any sample taken would be paid on actual cost. The zerox charges will be Rs2 per page as per act. For poor no charges for zerox or CD. File Inspection is free for BPL card holder after 1 hr also. If any Officer deny for file inspection than he is eligible to attract penalty and Jail under section 188 of IPC due to disobeying  of Govt. GR or Order. Submit  a complaint in written application to nearest Judicial magistrate with the copy of GR . Judge will take immediate action to save constitution of India.
No govt. officer can ask the citizen to come next day to inspect any record other than expiry of office hours. In the absence of officer his clerk has to arrange file for inspection. Citizen should complaint to nearest  Judges if any errant officer disobey central act of file inspection. No State govt. has power to amend any central act.
